Article 1 - PURCHASES 
This charter applies to all purchasers, procurement officers and assistants.
The term "Purchase" refers to any operation which consists in supplying goods or services to the Enterprise, in sufficient quantity, at the right quality, on the desired date, at best cost.
Article 2 - ETHICAL CODE 
Each buyer, procurement officer and assistant must:
foster and reinforce the Enterprise’s image;
respect the purchases charter;
work in the best interests of the Enterprise;
circulate information internally;
guarantee suppliers nondisclosure of information handed over by competitors;
respect the personality of a supplier and its representatives.
Article 3 - SCOPE OF ACTIONS & CONSTRAINTS 
Each buyer, procurement officer and assistant must:
respect the Purchases Policy and Procedures defined in the CILAS General Policy;
as part of the delegation received from the Enterprise, implement the purchases process, select suppliers, prepare contracts and/or orders;
make sure that contract agreements signed with suppliers are respected.
Article 4 - RESPECTING PROCEDURES 
Procurement and purchasing administrative procedures have been written up to guide the actions of purchasers, procurement officers and assistants.
These procedures must be tailored to the organization and must be updated as required and on the basis of feedback.
The Purchases & Procurement services shall handle updating of said procedures; they shall be systematically reassessed and validated by the Quality Manager each year.
Buyers, procurement officers and assistants commit to respecting these procedures.
